Emergency Management

The Board of Supervisors is responsible for providing a program of local disaster mitigation, preparedness, response, and recovery. The local program must be maintained in accordance with state disaster preparedness plans and programs and must provide an agency of emergency management that has jurisdiction over and services the entire political subdivision.  In Madison County, we have a Department of Emergency Management staffed by a part-time director who serves as a coordinator of emergency management services. The Director of Emergency Management reports to the County Administrator.

State law requires each County to provide an agency of emergency management, which has jurisdiction over and provides services to the entire County. The Emergency Services Coordinator is responsible for compliance with the planning and reporting requirements associated with the National Incident Management System (NIMS) and for directing and coordinating County agencies’ responses during emergency and disaster situations. The Emergency Services Coordinator maintains liaisons with the Federal Emergency Management Agency (FEMA); the Virginia Department of Emergency Management (VDEM); and the Virginia Department of Health (VDH).

The Emergency Services Coordinator prepares a variety of emergency plans that would be followed in the event of an emergency or disaster and conducts exercises to prepare local emergency responders for any man-made or natural disaster.

The Emergency Services Coordinator also chairs the Local Emergency Planning Committee (LEPC).

The Emergency Services Coordinator also serves as the County’s Hazardous Materials Officer.  By state law, each County must designate a Hazardous Materials Officer, who is responsible for responding to potential HazMat incidents; ensuring that Material Safety Data Sheets required of individuals or entities within the County are up-to-date; and reporting to the Department of Environmental Quality.
