PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) that will allow the release of treated wastewater into a water body in Madison County, Virginia.

PUBLIC COMMENT PERIOD: January 22, 2026, to March 17, 2026

PUBLIC HEARING: The Board Auditorium located within the Administration Building at 414 N Main Street, Madison VA 22727 on March 2, 2026, at 7:00 p.m., and will end when public comment is complete or 8:30 p.m., whichever is earlier.

INCLEMENT WEATHER DATE: In the event of inclement weather on March 2, 2026 as determined by closure of County Public Schools, the public hearing will be held at The Board Auditorium located within the Administration Building at 414 N Main Street, Madison, VA 22727 on March 16, 2026, at 7:00 p.m., and will end when public comment is complete or 8:30 p.m., whichever is earlier.

PURPOSE OF HEARING: To obtain input from the public related to the draft permit for DEQ’s consideration.

INFORMATION BRIEFING: The Board Auditorium located within the Administration Building at 414 N Main Street, Madison VA 22727 on March 2, 2026, at 6:30 p.m.

PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Municipal Wastewater. Issued by DEQ, pursuant to applicable water laws and regulations.

FACILITY NAME AND LOCATION: Mountain View Nursing Home; 1776 Elly Road, Aroda, VA 22709

PROJECT DESCRIPTION: Oak Grove Mennonite Church has applied for reissuance of a permit for the private Mountain View Nursing Home. The applicant proposes to release treated wastewaters at a rate of 15,000 gallons per day into a water body. Sludge from the treatment process will be disposed of via pump-and-haul contractor to the Gordonsville Sewage Treatment Plant. The facility proposes to release the treated wastewater in an unnamed tributary to Great Run in Madison County in the Rappahannock watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: physical and chemical properties, nutrients, organic matter, solids, bacteria and inorganics.

ISSUES RAISED BY PUBLIC: The previous public comment period was from October 30, 2025, to December 1, 2025. The comments received at that time were related to requests to ensure the wastewater treatment plant is effectively operated and the permit discharge remains in compliance with permitted water quality limitations.

HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. DEQ must receive hand-delivery and postal mail by close of business and email comments by 11:59 p.m. on the last day of the comment period. Submittals must include the names, mailing addresses or email addresses of the commenter/requester and of all persons represented by the commenter/requester. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit and application at the DEQ office named below.

Delay of FY 2025 Audit Completion

In accordance with requirements from the 2019 legislative session amending Section 15.2- 2511 of the Code of Virginia, effective July 1, 2019, if the locality’s audit is not completed as required by this statute, the locality must promptly post a statement on its website, if such website exists, with the following information: That the required audit is pending,

•  The reasons for the delay, and
• The estimated date of completion

The County of Madison, Virginia is hereby posting the following statement:

• The required annual financial audit for FY 2025 is currently pending by the independent audit firm of Robinson, Farmer, Cox Associates, Certified Public Accountants.
• The reason for the delay is as follows: The County’s audit provider was unable to complete the required audit documents timely due to outstanding information currently being reviewed by independent consultants that affect the implementation of the new accounting standard GASB 101 for Compensated Absences at 6/30/2025. This information is needed as it affects the financial statements and a delay in the actual completion of the audit and preparation of the CAFR.
• The estimated date of completion of the required audit, preparation of the CAFR, and the transmittal data to the Auditor of Public Accounts is no later than January 31, 2026.

Proclamation 

National Burn Awareness Week (#NBAW), February 1 – 7, 2026

WHEREAS, burn injuries continue to be one of the leading causes of accidental death and injury in our Nation, where tragically, children, the elderly, and the disabled are especially vulnerable to burn injuries, and almost one-third of all burn injuries occur in children under the age of 15; and 

WHEREAS, in the United States, the CDC reports that 398,000 people received medical care for burn injuries in 2021, with 252,000 deaths from injuries related to hot objects or substances (e.g., contact burns); and 

WHEREAS, compared to the overall population, children under five were 2.0 times as likely to be seen for burn injuries at a hospital emergency department. Young adults from 20 to 29 had 1.4 times the risk, and those in the 30-39 age group had 1.3 times the risk of the general population; and 

WHEREAS, the primary causes of injury include fire-flame, scalds, contact with hot objects, and electrical and chemicals. Many injuries occur in the workplace. Today, 96.8% of those who suffer burn injuries will survive. Unfortunately, many of those survivors will sustain serious scarring, life-long physical disabilities, adjustment difficulties; and 

WHEREAS, National Burn Awareness Week, an initiative of the American Burn Association, is a coming together of burn, fire, and life safety educators to make the public aware of the frequency, devastation, and causes of burn injury as well as consistent and authoritative measures to prevent these injuries and how to best care for those who are injured; and 

WHEREAS, the theme for 2026 National Burn Awareness Week is “Burn Prevention Where You Live, Work, and Play – Preventing Burns in the Workplace”, where a common risk of injury exists from fire injury in the workplace; and 

WHEREAS, significant research and medical advances have dramatically improved burn care and treatment, aided rehabilitation, shortened hospital stays, and increased burn survival rates. Aftercare support for the physical and emotional effects of burns has also played a key role in the successful reintegration of burn survivors into our communities. Furthermore, burn safety education and prevention efforts continue to reduce the number of people who suffer burns each year; and 

WHEREAS, many people devote their lives and careers to treating, caring for, supporting, and rehabilitating burn injury survivors, including those performing vital work in burn research and development. Dedicated firefighters risk their own lives every day to protect others, as well as burn foundations and other life safety professionals who promote burn injury awareness and prevention. 

NOW, THEREFORE, the Madison County Board of Supervisors hereby proclaim the week of February 1st through February 7th, 2026, as National Burn Awareness Week.
