State law requires each County to provide an agency of emergency management, which has jurisdiction over and provides services to the entire County. In Madison County we have a Department of Emergency Management staffed by a part-time employee who serves as the Coordinator of emergency management services. The Emergency Services Coordinator is responsible for compliance with the planning and reporting requirements associated with the National Incident Management System (NIMS) and for directing and coordinating County agencies’ responses during emergency and disaster situations. The Emergency Services Coordinator maintains liaisons with the Federal Emergency Management Agency (FEMA); the Virginia Department of Emergency Management (VDEM); and the Virginia Department of Health (VDH).
The Emergency Services Coordinator prepares a variety of emergency plans that would be followed in the event of an emergency or disaster, and conducts exercises to prepare local emergency responders for any man-made or natural disaster. The Emergency Services Coordinator also chairs the Local Emergency Planning Committee (LEPC).
The Emergency Services Coordinator also serves as the County’s Hazardous Materials Officer. By state law, each County must designate a Hazardous Materials Officer, who is responsible for responding to potential HazMat incidents; ensuring that Material Safety Data Sheets required of individuals or entities within the County are up-to-date; and reporting to the Department of Environmental Quality.
