The Voter Registrar operates under the direction and supervision of the County’s Electoral Board and implements the election laws of the Commonwealth of Virginia.

The Electoral Board is a three-member board appointed by the Circuit Court to administer the election laws and other regulations established by the State Board of Elections.  Two electoral board members must be of the same political party that cast the highest number of votes for the Governor at the last election; the third member must be of the political party that cast the next-to-highest number of votes in the last gubernatorial election. Each electoral board member serves a 3-year term.  The Electoral Board appoints the General Registrar, Election Officials and Voting Machine Custodians.

Primary functions of the Registrar are to accept statewide voter registration applications and to maintain those records pursuant to State law. The General Assembly establishes a compensation and expense plan in its general Appropriation Act, for reimbursement to each County for the compensation, expenses and mileage of electoral board members, and compensation of the general registrar. The County is required to furnish postage and office supplies for the Electoral Board, and is required to provide benefits to the Registrar the same as may be provided to employees of the locality.
