Board of Supervisors
Madison County operates under the traditional “County Board” form of government. The powers and duties of the County as a body politic and corporate are vested in a board of county supervisors (“the Board”). The Board consists of five members, elected from the county at large. The Board members serve staggered terms of four years each. The Board elects a Chairman and a Vice Chairman annually from its membership. The Chairman, and in his absence the Vice Chairman, serves as the presiding officer for each Board meeting, and serves as the head of local government for all official functions and ceremonial purposes. For 2009, the Chairman is Eddie Dean and the Vice Chairman is James Arrington.

The Board of Supervisors is accountable for a variety of activities including: establishing priorities for County programs and services; establishing administrative and legislative policy; adopting an annual budget and appropriating funds; establishing county tax rates; and adopting and enforcing the County’s comprehensive land use plan. The Board, in the performance of its duties, obligations and functions, takes action collectively through adoption of appropriate ordinances, resolutions and motions.

Notice of Rescheduled Workshop Meeting for November:  The Board of Supervisors has canceled its regular monthly workshop meetings (November 26 and December 31, 2009).  The November workshop has been rescheduled for Monday, November 23, 2009, at 2:00 p.m. in the auditorium located at 414 N. Main Street, Madison, Virginia. At the workshop on November 23 the Board will discuss the following topics:
  1. Proposed Abandonment of Old Shotwell Road: old County Rt 239 (prior to 1932), currently State Route 611 (Shotwell Hollow Road), shown on old VDOT maps as beginning at an entrance located on what is now Rt. 231 and continuing over to Rt. 600.
  2. Proposed Ordinance to Designate Streets in the Malvern Subdivision as "highways" for law enforcement purposes. The Board will consider whether it wishes to advertise an ordinance for a public hearing.
  3. Proposed Amendment of the Zoning Ordinance Definition of "Kennel"
  4. Consideration of the establishment of a Board policy for evaluating citizen requests for signs to be posted by VDOT along County roads.

Notice of Upcoming Public Hearings: on Wednesday, December 2, 2009, the Board of Supervisors and the Planning Commission will hold a joint public hearing on each of the following applications:
  1. Proposed Subdivision: request by John P. or Shana E. Albright for a plat of a subdivision of land to create (1) lot with residue off Route 231 (North Blue Ridge Turnpike) near Etlan, zoned A-1. The residue and the proposed lot will both be served by the proposed 50-foot right-of-way where the existing entrance is now located.
  2. Proposed Lot Consolidation: request by Ronald N. or Margaret C. Hawkins for a boundary line vacation and site plan survey to construct a storage building. This property is located on Rt. 29 Northbound Lane near Oak Hill and contains three (3) lots (recorded in 1964) zoned Industrial (M-1). By this plan, the (3) lots will be combined into (1) lot.

Notice of Contract Award for Purchase of Vehicles for Sheriff
on Thursday, October 29, 2009 at their regular monthly workshop meeting the Board of Supervisors, on motion of Supervisor Arrington, voted to award a contract for purchase of nine (9) law enforcement vehicles and to amend the County's current FY2010 budget in the amount of the low bid ($239,007) plus the cost of financing the purchase through a lease/purchase arrangement--not to exceed $255,000 total. Local dealer Eddins Ford submitted the low bid. Vote:  "Aye" Arrington, Crigler, and Dean.  Absent: Miller and Powers.
